This is not a bug. All birds with star ratings from 1 to 3 are currently capped at level 60. The final evolution is unlocked at this level and once it is complete, the bird will not get any stronger than that. If you wish to reach the highest level of power available in the game, it is recommended that you go after 4 and 5 star birds.
I cannot upgrade my 1-3 star birds past level 60. Is this a bug?
